Some turbine makers advise developers to plan 7-8 years ahead for turbine procurement. The Philippines is unlikely to commission any new LNG-fired power plants this decade. Although one project in Batangas is expected to begin full operations this year, the country’s remaining 10.7 gigawatts (GW) of proposed capacity remain in early development and have yet to secure turbine orders, a new report by the Institute for Energy Economics and Financial Analysis (IEEFA) finds. In Vietnam, the government’s 2030 targets for 25.2 GW domestic gas and LNG-fired capacity are slipping. Two projects are confirmed to have turbine contracts in place, but both cannot reach financial close due to missing power purchase agreements, gas supply deals, and government payment guarantees. “Turbine backlogs add to a lengthy list of regulatory and financial challenges delaying gas-to-power projects in Vietnam and the Philippines. Meanwhile, the rapid expansion of low-cost renewables and storage could ultimately limit the long-term role for gas and LNG,” warned Sam Reynolds, LNG/Gas Research Lead for IEEFA Asia. All operational gas-fired plants in both countries use turbines from GE Vernova, Siemens Energy, and MHI, which since 2015collectively supply around 90% of global heavy-duty turbine orders. The three major turbine makers all plan to scale up manufacturing capacity to meet surging global demand: GE Vernova is expanding its factories in Greenville, U.S. and Belfort, France, to boost heavy-duty turbine output. Siemens Energy has stated it will increase production efficiency and staffing at its Berlin and Charlotte factories. MHI is investing in new production lines at its Takasago Works in Japan to shorten delivery lead times. But analysts doubt these expansions will ease short-term shortages due to persistent constraints in materials, components, and skilled labour. On the contrary, ramping up manufacturing capacity quickly could expose manufacturers to financial risk, if utilities start favouring solar PV and energy storage over turbine-driven fossil power generation. Although one project in Batangas is expected to begin full operations this year, the country’s remaining 10.7 gigawatts (GW) of proposed capacity remain in early development and have yet to secure turbine orders, a new report by the Institute for Energy Economics and Financial Analysis (IEEFA) finds.</span></p>

<p style="margin: 0;"><span style="color: rgb(128, 126, 131);">In Vietnam, the government’s 2030 targets for 25.2 GW domestic gas and LNG-fired capacity are slipping. Two projects are confirmed to have turbine contracts in place, but both cannot reach financial close due to missing power purchase agreements, gas supply deals, and government payment guarantees.</span></p>

<p style="margin: 0;"><span style="color: rgb(128, 126, 131);">“Turbine backlogs add to a lengthy list of regulatory and financial challenges delaying gas-to-power projects in Vietnam and the Philippines. Meanwhile, the rapid expansion of low-cost renewables and storage could ultimately limit the long-term role for gas and LNG,” warned Sam Reynolds, LNG/Gas Research Lead for IEEFA Asia.</span></p>

On the contrary, ramping up manufacturing capacity quickly could expose manufacturers to financial risk, if utilities start favouring solar PV and energy storage over turbine-driven fossil power generation.   </span></p>
